The first incident was discovered at 8:30 a.m. Aug. 8. The message had been changed.
Assistant Highway Supervisor Matt Dunn changed the sign and installed new locks, police said.
On Aug. 10, Dunn found the locks broken and the sign changed again, police said. Dunn turned off the sign entirely.
