Two men violate Darien ordinance, charged with soliciting

Stephen Morgan, 27, of Detroit, and Kitteran Payton, 33, of Los Angeles, were charged with violating a town ordinance pertaining to soliciting without a permit Wednesday, July 25.
Police received a call from a Hope Drive resident at 3:52 p.m. reporting two individuals, later determined to be Morgan and Payton, who came to her residence attempting to sell magazines.
Police located Morgan and Payton and determined neither of them had a required permit to sell magazines, according to the police report. They were taken into police custody at that time.
Police said Morgan and Payton both stated they were employed by Ultimate Solutions, a company headquartered in Sylvania, Ohio, and were dropped off in the area by their manager.

The police report said their manager was contacted and arrived at the police station to pay the fines.
Morgan and Payton both received a $199 bond, which they elected to pay instead of appearing in court, since it is the same amount as the fine. This is a special arrangement the police department has with the court for this violation of a town ordinance.
